Brian O'Kelley
Chief Executive Officer
Co-Founder
Brian O’Kelley is CEO and co-founder of Scope3, the platform powering safe, sustainable growth in media and advertising.
A respected entrepreneur and executive with a track record of building companies that have defined and led multi-billion dollar categories, Brian was the co-founder and CEO of AppNexus through its $1.6B sale to AT&T in 2018. He co-founded Waybridge, a supply chain technology company, and served as CTO of Right Media through its successful acquisition by Yahoo.
Credited with the invention of programmatic advertising and the online ad exchange, Brian is deeply committed to technology-driven innovations that benefit society while improving the health of the planet.
Brian is an active board member of Tech:NYC. Brian has been named to Crain’s 40 Under 40, Adweek 50 and Silicon Alley 100 lists, holds multiple patents, and was recognized as an E&Y Entrepreneur of the Year in the New York region in 2012. Brian was an early supporter of Girls Who Code and the Marshall Plan for Moms and is dedicated to making the technology industry more inclusive.
Brian has a B.S.E. in Computer Science from Princeton University. He lives in Brooklyn with his wife, two daughters, and two cats.

Anne Coghlan

Anne Coghlan is co-founder and COO at Scope3, the platform powering safe, sustainable growth in media and advertising. Named to AdAge’s Tech Power List and 40 under 40 as well as AdExchanger’s Top Women in Media and Tech lists, and #2 on PMW’s list of most influential media leaders, Anne’s work at Scope3 combines her passion for the planet with her expertise in building world-class products for the ad industry.
A product leader in the advertising technology market, Anne has previously held senior product roles at AppNexus (re-branded as Xandr and recently acquired by Microsoft), where she was responsible for the strategy and commercialization of the industry’s first programmable DSP. Before co-founding Scope3, Anne was head of product at Waybridge, a company created to make the supply chain for raw materials more efficient, resilient, and sustainable. She was awarded the Drum’s 50 under 30 Women in Digital in 2018.
Anne served as co-chair of the EMEA AppNexus Women’s Network, helping the leadership team drive the conversation on gender equality in the workplace through events, support and networking. She attended the University of Warwick where she earned a BSc in Mathematics, and UCL, where she gained a Masters in Philosophy. She lives in London with her husband, son and loves climbing when she finds the time.

Emma Mulitz
Head of Engineering
Co-Founder
Emma Mulitz is Head of Engineering at Scope3, the platform powering agentic advertising. As a co-founder and the architect of Scope3’s technical foundation, Emma has led engineering through every phase of the company’s evolution — from first commit to the infrastructure now underpinning agent-to-agent marketing.
Before Scope3, Emma worked as an engineer in advertising technology, specializing in distributed systems, real-time data infrastructure, and backend architecture. Today she channels that technical depth into scaling Scope3’s agentic platform — deepening reliability, shaping the company’s work with emerging standards like AdCP, and building a world-class engineering team. She is active in Women in Technology and committed to diversity, outreach, and engineering mentorship across the industry.
Emma earned her degree in Computer Science with a focus in Systems Engineering from Columbia. She lives in Brooklyn with her husband and cavapoo Hazel. In her spare time, she’s an avid gluten-free baker.

Christina Cubeta
Chief Marketing Officer
Christina Cubeta is a transformative leader driving impact for businesses reshaping digital ecosystems. With nearly two decades of leadership as a strategic marketer and a business operator, she has driven rapid growth trajectories, cultivated leading brands, fostered inclusive company cultures, and championed equity and women’s rights.
As Chief Marketing Officer at Scope3, a pioneer in sustainable climate technology solutions, Christina continues to lead with innovation and purpose. She champions the integration of technology to reduce environmental impact in the marketing sector while driving meaningful business outcomes, advancing a visionary approach to sustainability that sets new standards in the industry.
Christina has held significant roles at industry leaders such as FTD & Proflowers, Quantcast, and Tribal DDB. As Chief Merchandising Officer and Consumer Division Head at FTD & Proflowers, she revitalized the consumer division, secured groundbreaking partnerships with iconic brands like Milk Bar and Baked by Melissa, and played a key role in navigating a complex merger. Her leadership in these roles has driven growth and operational excellence.
Prior to that, Christina was the Chief Operating Officer for Motherly, a leading parenting destination with the largest online audience of millennial moms. In this role, she was instrumental in operationalizing and scaling a business that supported and empowered mothers, and advanced an important cultural conversation about women’s rights and the state of motherhood.
Christina serves as an advisor to emerging companies focused on helping us live better across the arts and design, consumer and social impact sectors. Based in Brooklyn, New York, Christina balances her professional life with a strong family life, alongside her husband and four-year-old.

Tim Collier
Chief Commercial Officer
Tim Collier is Chief Commercial Officer at Scope3, the company powering safe and sustainable growth in media and advertising. With two decades of experience in tech and advertising, Tim is an accomplished sales leader with a passion for sustainability and AI. At Scope3, Tim leads the global commercial strategy as the company expands into agentic advertising.
Previously at Google, Tim led go-to-market strategy, key operations, and enterprise partnership teams, helping drive digital transformation for leading marketers, agencies, and tech companies worldwide. He played a pivotal role in establishing Google Marketing Platform as a cornerstone technology in Europe, shaping the company’s approach to privacy with agencies, and scaling the Google Marketing Platform program to more than 700 companies and 20,000 certified professionals globally.
A frequent industry speaker, Tim is an advocate for inclusive leadership, diversity, and coaching. He is committed to applying his expertise in technology and partnerships to accelerate insight-led change and advance a more sustainable future for digital advertising.

Michael Blum
Chief Legal Officer
Michael Blum brings computer engineering, AmLaw-100 partnership, and decade-long operator experience to Scope3’s journey to rebuild how advertising operates from the ground up. He spent eleven years at Fenwick & West, where he became a Partner and Chair of the Privacy and Information Security practice — advising marquee technology companies on thousands of commercial, IP, and corporate transactions, and leading nationwide class action and complex technology litigation.
At Scope3, Michael leads all legal, compliance, and governance functions, and serves as steward of the platform agreements and protocol standards that are defining how agentic advertising commerce works.
In 2010, Michael joined Quantcast as its first General Counsel — solo — and over ten years scaled the legal function alongside the company through multiple rounds of hypergrowth, building an international team that spanned Legal, Privacy, Corporate Development, Business Development, Information Security, and International Expansion. He has since served as CLO at Medable and as VP/AGC at Lyft, developing a reputation for treating legal decisions as business decisions and legal teams as business drivers.
A trained patent attorney with a B.S.E. magna cum laude in Electrical Engineering and Computer Science from Michigan and a J.D. from Stanford Law (where he co-founded the Stanford Technology Law Review), Michael built his practice at the intersection of law, technology, and data long before that intersection had a name.
He is recognized in the Legal 500 GC Powerlist and has held leadership roles at the Digital Advertising Alliance, the Interactive Advertising Bureau, and the Future of Privacy Forum, and has served on the Board of Directors of multiple technology companies and industry organizations including AgenticAdvertising.org.

Lillie Ratliff
Head of Product
Lillie Ratliff is Head of Product at Scope3, the platform powering safe, sustainable growth in media and advertising. She leads product strategy and roadmap, turning customer needs and platform innovation into the capabilities that drive Scope3’s outcomes.
Throughout her career, Lillie has consistently found herself at the intersection of building new teams and engagement models, transforming ideas into actionable solutions. Prior to Scope3, Lillie was Head of Customer Success Management at Paxos. At AppNexus, she oversaw the trading team for the platforms’ largest marketers and built the Media & Marketplace Operations practice, bridging teams as part of the AT&T acquisition and integration.
Lillie graduated from the University of Georgia with a degree in Management Information Systems and lives in New York City.

Luca Eustache
Head of People
Luca Eustache is Head of People at Scope3, where she partners closely with leadership to build a high-performing, global organization and shape the company’s culture as it scales. With over 20 years of experience in human resources, she is known for building People functions from the ground up and helping startups navigate growth with clarity, structure, and care.
At Scope3, Luca leads all aspects of the People function, including organizational design, compensation, performance, and leadership development. Her work focuses on creating practical systems that enable teams to move fast while staying aligned, and on helping leaders make thoughtful, data-informed decisions about their people and culture.
Before joining Scope3, Luca held senior HR leadership roles across a range of startups, where she built and scaled People operations through periods of rapid growth and change. She has a track record of developing strong, trust-based partnerships with executives and of translating business needs into clear, actionable people strategies.
Luca is particularly passionate about creating environments where individuals can do meaningful work, grow in their careers, and feel a sense of ownership in what they are building. She lives in Texas with her husband and splits her time between work, travel, and staying connected to her roots in Romania.
